A federal appeals court says Texas can keep its floating barrier in the Rio Grande for now. A federal district judge had ruled on Wednesday that the state had to remove the string of buoys by September 15th. Gov. Greg Abbott's office immediately appealed to the Fifth Circuit Court of Appeals. On Thursday evening, the New Orleans-based court granted the state's request to reverse the judge's decision. The administration is suing Texas for placing the barrier in an international waterway without permission.
