The Texas attorney general's office says counties don't have the authority to keep solar farms out. County commissioners in rural Franklin County imposed a 180-day moratorium on commercial solar development last year. The commissioners later rescinded the ban, and the county attorney asked the attorney general's office in February whether they had the power to enforce it. On Wednesday, provisional attorney general Angela Colmenero stated that Texas law doesn't authorize county governments to ban solar development.
