A proposed state budget of more than 302-billion-dollars is on its way to the Texas Senate after the House approved it on Thursday. The two-year spending plan includes pay raises for state employees, property tax cuts, and more mental health services for millions of Texas residents. Record-breaking tax revenues provided for a 37-billion-dollar surplus larger than the entire budgets of 24 other states. House Bill 1 passed on a vote of 136-10, opposed by only a few Democrats and two Republicans.
