Chip Roy: Disaster Aid Shouldn't Pass Without Off-Setting Spending Cuts

Congressman Chip Roy is blocking a voice vote on a federal disaster bill. The Austin Republican says he will not support the 19-billion-dollar measure without off-setting spending cuts. He also cited the national emergency and humanitarian crisis at the southern border and wants floor debate and a roll call vote on the bill. House Speaker Nancy Pelosi says Roy is sabotaging the bill.
