Converse Couple Charged in Horrific Child Abuse Case

A Converse couple is facing injury to a child charges after Sheriff's investigators claim they committed horrific acts of physical abuse against three children in their care, News Radio 1200 WOAI reports.

The arrest affidavit claims that Cheyanne and James Howard Chalkley not only violently spanked the three year old, five year old, and ten year old children, they would at times brush their teeth with cat feces as alleged punishment for failing to clean up after the family cat, and once forced the children to strip naked and stand outside in January while they were sprayed with water.

The most serious allegation is that James Chalkley would use a 'shock collar,' 'of the type used on dogs' on a little girl's arms, legs, and back.'

"While in foster care, both children disclosed to their foster mother an incident in which James Chalkley located cat feces in a closet, and, believing the children intentionally refused to clean it, he smeared the 'wet diarrhea' on their faces, making the youngest victim eat it, and then ordered them to take a shower," the affidavit reads.  "The youngest child victim also recalled the defendant putting 'poop' on her toothbrush and brushing her teeth so hard he caused her to bleed."

The allegations were that this abuse has continued for the past eleven months.The couple was arrested at the courthouse after a hearing at which they unsuccessfully petitioned the court for the return of the children, who were placed in foster care.

"Both the child victim and her sibling participated in forensic interviews, at which point they both maintained consistency with regard of James Chalkley," according to the affidavit.  "Chalkley would 'spank' them and cause the injuries to the child victim with a belt.  During the forensic interview, the child victim advised the belt used by James Chalkley was brown in color and described a 'sharp part' and a 'round part.'  The child victim also described James Chalkley using a shock collar on her, and advised it hurt more than being spanked with the belt and it left green marks on her skin.  The child victim described the shock collar to be black in color. The child victim described the shock collar to be one used on dogs."
